Generate an authorization framework, that enforces authorization of HTTP URLs by looking up rights properties in Fedora. This framework should be applicable to lowlevel bit storage, and to an upcoming streaming server.

A service to map from IP addresses to roles is needed.

== Success criteria/test cases ==

Requesting a Radio/TV datafile through DOMS server is granted or denied, depending on your IP. This should work for HTTP/1.1 requests too.
