Update Coding Guidelines

The coding guidelines must be updated to inform that IntelliJ users must use the IDEAs default settings for when to highlight warnings and errors in the source code. Also add a note about we have decided that source code containing any warnings or errors that are highlighted by IntelliJ may not be committed to the repository. All warnings and errors must be handled explicitly, either by fixing them or, if strictly necessary, making IntelliJ supressing them.

Also consider whether we should design a common header for the source code and if so, then create one and make it accessible from the guidelines section of the DOMS wiki. It may be a good idea including (keyword substitution) variables for automatic update of version number and such in the headers.
