Title: Starting DOMS framework on test collection

This iteration starts the DOMS ingest framework and identifies a test collection.

At the end of the iteration we should be able to ingest a test collection in Fedora.

Iteration Actions

Each action is associated with a priority, estimated time, tasks addressed, responsible developers and a status.
